The Powers That Be are the people who decide things around here. They are, from left to right, Suzanne Rozier, Sam Burnstein, Deirdre Lewis, Jacob Strick, and Ben Reichman. Their positions are, respectively, the First Minister of No Fixed Address, the Chief Bureaucratic Goombah, the Ensign Coordinator, the Cultural Attaché and the Chronicler and Keeper of Logs.
